Residential underground heating oil tank removers must register as home improvement contractors. A contractor who removes or replaces a residential underground heating oil tank must hold a home improvement contractor registration from the Department of Consumer Protection. For that work, the department also requires $1,000,000 in liability insurance. It also requires two hazardous material training programs approved by the Department of Energy and Environmental Protection: OSHA 40-hour HAZWOPER with an annual 8-hour refresher, and ICC UST Tank Decommissioning U2.
